Leicestershire County Council Warm Homes: Local Grant Eligibility Checker
Leicestershire County Council is pleased to offer households across the county* the opportunity to benefit from free energy upgrades (see eligibility section below), aimed at helping privately owned properties reduce their energy bills and enjoy warmer, healthier homes.
If you’re on a low income, receiving certain benefits or living in a certain postcode area, your property may be eligible for this fully funded scheme, delivered with support from the UK Government as part of the national Warm Homes: Local Grant initiative.
Due to the high level of demand for the Warm Homes: Local Grant, Leicestershire County Council is not accepting new applications at this time.
The Warm Homes: Local Grant is open until March 2028. We will review the project position in its second financial year, starting in April 2026 where we may be open to new applications.

The level of demand will be reviewed regularly and if we can process an application for you, our delivery partner Sustainable Building Services (SBS) will contact you.
To be eligible, your home must:
Be located in Leicestershire
Your local council is one of the following:
Blaby District Council, Charnwood Borough Council, Harborough District Council, Hinckley and Bosworth Borough Council, Melton Borough Council or North West Leicestershire District Council.
(Oadby & Wigston Borough Council or Leicester City Council residents should contact their respective council to check if the Warm Homes: Local Grant scheme is available in their area)
be A privately owned Home

Either by you or by a private landlord – not a local authority or housing association
have an Energy Performance Certificate (EPC) rating of D, E, F* or G*
if you do not know your home’s EPC rating, we can check when you apply or conduct a survey to confirm
* Privately rented properties rated EPC Band F and G must have registered exemptions under the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 to be deemed eligible.

Where oversubscribed, we may prioritise households in eligible postcodes with a gross household income below £50,000 a year to ensure support is directed to those most in need first. You will therefore be required to provide evidence of household income to support this.

Health & Proxy Referral
We are aware of households where someone suffers from a severe or long-term health condition that is made worse by living in a cold home. Under this route, the Local Authority must receive a referral from a healthcare professional and pair this with further qualifying criteria. If you have one of the following health concerns, please don’t hesitate to apply so we can explore this further:
- A cardiovascular condition
- A respiratory disease
- Limited mobility
- Immunosuppression
Where we are oversubscribed, we may hold onto your application to explore support we can offer in subsequent project years. Applicants may also be prioritised on the basis of lowest existing energy efficiency rating where possible to ensure support is directed to those in most need and the greatest uplift in EPC ratings achieved.

Alternative Eligibility: Net Income above £36,000
A household can qualify if its total annual income before tax is under £36,000, or if it meets the “after-housing-costs” (AHC) criteria.
AHC means the money left over from your household income after paying rent or mortgage. This doesn’t include other expenses such as:
- Council tax
- Utility bills (gas, electricity, water)
- Ground rent or service charges
- Mortgage overpayments, deposits or other bills
To check eligibility under the AHC route, the calculation is:
- Start with total household income after tax (net income) – this is the income paid into your bank account from your employer(s) – i.e. household ‘take-home’ pay
- Subtract rent or mortgage payments (overpayments should not be included)
- Compare what’s left to a set allowance that varies by household size
Example 1:
A family of 2 adults and 2 children have combined household earnings £42,000 a year before tax.
After standard deductions (e.g. income tax/national insurance/pension), their income reduces to approx. £32,901 per year (£2,742.00 pm).
They pay £7,800 per year (£650 a month) for their mortgage.
Once housing costs are taken off, their AHC income is £25,101.
Because this is under the scheme’s income limit, the family would qualify.

The non-means-tested benefits below, that pay for necessary goods and/or services related to a disability, should be excluded from a household’s income calculation:
- Attendance Allowance
- Disability Living Allowance
- Personal Independence Payment
- Armed Forces Independence Payment
- Exceptionally Severe Disablement Allowance
- Constant Attendance Allowance
- Industrial Injuries Disablement Benefit
After Housing Costs (AHC) Eligibility
*A dependent is a child who lives at the property more than 50% of the time up to the age of 18 years, 18 – 20 year olds in approved full-time further education (as defined by universal credit eligibility (below university level), or is an adult dependent who does not work on health grounds and has care requirements.
